Carl is the President/CEO of Positive Action Against Chemical Addiction, Inc. (PAACA) in New Bedford, MA, where for the last 32 years, he directs a multi-service recovery support center, The agency provides substance addiction prevention, treatment and recovery support services, housing, employment and other basic needs for people seeking help.  He is very active in the City of New Bedford and throughout Bristol County working on initiative to address the current housing crisis as well as addiction.  Carl also provides consulting services with several local and national groups working with organizations and communities on topics related to strategic planning, development, grant writing, coalition building. 
 
Carl became a Rotarian in 2016, formally inducted by President Cyndi Marland in February of 2017. His contributions to the Dartmouth Club include chairing the Membership Committee and currently serving as its DEI Representative. He served as the Pandemic President from 2020 to 2022 A significant milestone was achieving Diversity, Equity and Inclusion (DEI) Certification for the club in 2021 and adding more women and people of color to the Club’s membership.
 
Carl's leadership extends beyond the local level, he has served as the Assistant Governor for Area 7 since 2021. He is a charter member of the District Diversity, Equity Committee and was part of the presentation team for that committee at the District Conference in 2021 and part of a Zone 31& 32 DEI Webinar held in 2022.  Currently, he holds the position of Chair of the District 7950 DEI Committee.
 
In a collaborative effort, Carl has helped coordinate the inaugural THRIVE forum, a day-long event designed to bring together members from across the district to focus on Membership, Public Image, and DEI.  Carl is also extremely excited to have been invited by DGE Nicole Brien to be part of the PELS presentation team on DEI in 2025. 
 
He is married to his love and fellow Rotarian Tanya who is owner of Celia’s Boutique in New Bedford, and they have two wonderful children Christian, a senior at Bryant, and Madison who is a junior at Bishop Stang High School.  They live in South Dartmouth, MA with their dog Zoe!
